Understanding FIEO & RCMC

What FIEO membership actually gets you

FIEO — the Federation of Indian Export Organisations — is the apex body the government recognises as the registering authority for exporters whose products don't fall under one of India's 26 dedicated Export Promotion Councils or 9 commodity boards.

Why multi-product and service exporters end up here

If your business exports a single, clearly defined commodity — say, spices or leather — there's usually a specific Export Promotion Council for that product. But many exporters trade across multiple product categories, or export services rather than goods, and for them FIEO is the designated registering body under India's Foreign Trade Policy.

Once approved, FIEO issues the Registration-Cum-Membership Certificate (RCMC) — the document you actually present to claim benefits like duty drawback, and the credential that gives you access to FIEO's market intelligence, tariff updates, and Certificate of Origin services.

FIEO Membership & RCMC Registration Walkthrough

Our compliance team walks through eligibility checking, document preparation, the online application, and RCMC issuance — the same five stages covered in the How It Works section above.

Transcript: This walkthrough explains FIEO membership registration in five stages. First, we confirm your IEC status and declared main line of business, and verify that FIEO is the correct registering body rather than a product-specific Export Promotion Council. Second, we collect your IEC, PAN, GST, incorporation documents, and export turnover or foreign exchange earnings for the past three financial years. Third, we file the online membership application along with the applicable subscription fee and GST. Fourth, FIEO reviews the application and may raise queries on turnover figures or business classification, which we respond to on your behalf. Fifth, once approved, your Registration-Cum-Membership Certificate is issued, valid for five years from 1 April of the licensing year.

Why Legalkarobar.com

Registration that accounts for what comes after RCMC

Getting the RCMC issued isn't where FIEO compliance ends — quarterly performance returns, including NIL filings, are required to keep membership active, and renewal has to be filed before the five-year validity lapses. We build both into your compliance calendar from day one.

Turnover figures prepared correctly

Country/commodity-wise breakdowns or forex earnings statements formatted the way FIEO expects, reducing back-and-forth queries.

Quarterly returns tracked for you

Reminders ahead of the 15th-of-the-month deadline, including for quarters where a NIL return is needed.

Renewal filed ahead of the 5-year mark

We flag your RCMC's expiry well before the deadline so renewal isn't a last-minute scramble.

Also handled alongside FIEO registration

Import Export Code (IEC) registration & renewal
ICEGATE & AD Code registration
GST registration & ongoing return filing

What exporters say after registering

We trade in a few different product categories and had no idea which council to register with. Legalkarobar.com confirmed FIEO was the right fit before we filed anything.

Our first submission got a query on the turnover breakdown because it wasn't formatted the way FIEO wanted. Once that was fixed, the RCMC came through without further back and forth.

I didn't realise we still needed to file a NIL quarterly return in a quarter with no shipments. Having that tracked for us has kept our membership in good standing.

FIEO membership questions, answered

FIEO, the Federation of Indian Export Organisations, is the apex body promoting Indian exports and is recognised by the government as the registering authority for exporters whose products don't fall under any of India's 26 dedicated Export Promotion Councils or 9 commodity boards. Multi-product exporters and most service exporters register with FIEO rather than a product-specific council.
They're linked but not identical. FIEO membership is your enrolment with the federation, while the Registration-Cum-Membership Certificate (RCMC) is the specific certificate issued as a result of that membership, and it's the RCMC that you actually use to claim benefits under India's Foreign Trade Policy.
It's mandatory only for exporters who need to claim benefits under the Foreign Trade Policy and whose goods, or whose business as a multi-product exporter or service provider, don't fall under a specific dedicated Export Promotion Council. You can technically export goods without an RCMC, but you won't be able to access schemes like duty drawback or certain quality certifications tied to registration.
Typically a self-certified copy of your Import Export Code (IEC), PAN and GST registration, incorporation or partnership documents, an authorisation letter, and your export turnover or foreign exchange earnings for the past three financial years. Manufacturers may also need an SSI or industrial licence, and export houses need their relevant Star Export House certificate.
An RCMC issued through FIEO is valid for five years, with the validity period formally starting on 1 April of the licensing year in which it was issued. Renewal should ideally be initiated at least one month before the five-year expiry date to avoid a lapse in active membership.
Ordinary Membership is FIEO's entry-level category, generally suited to smaller or newer exporters. Associate Membership is intended for longer-standing, more established export businesses and carries a different fee structure. Which one applies depends on your business's export history and turnover.
Yes. FIEO members are required to file a quarterly export-import performance report by the 15th of the month following each quarter, and a NIL return must be filed even in a quarter with no export activity. Annual subscription fees must also be paid to keep the membership active.
Service exporters can register with FIEO. Instead of country-wise or commodity-wise export turnover, service providers submit a statement of their foreign exchange earnings for the past three financial years as part of the application.
